Getting the Point:

It is obvious that Jehovah God views life as precious. He does not like the shedding of innocent blood. It's obvious too that he is aware that accidents happen. He foresaw the problem and had a system put in place for the innocent to have mercy. He created cities of refuge. 

Jesus shed his blood for mankind because we were born into sin and were not responsible for Adam's actions. Jehovah's sense of justice is so much higher than ours. He gave the ultimate sacrifice his own son so that justice would prevail.
